Lancashire and South Cumbria ICB is aware that there are currently many challenges with neurodevelopmental assessment across the footprint and the country. They are working hard with our providers and partners at the local authorities to transform the way the service is delivered and ensure an improved experience for families.

Right to Choose (RTC) and ECG Requests
Patients have the legal Right to Choose certain NHS-commissioned providers for assessment and treatment, including services that are often delivered by private organisations. However, please be aware of the following:
ECGs required as part of a Right to Choose pathway (before or after diagnosis) are the responsibility of the chosen provider.
What this means

If an ECG is required to support an assessment, diagnosis, or ongoing monitoring requested by a Right to Choose provider,that provider must arrange and fund the ECG themselves.

This includes pre-diagnosis, post-diagnosis, and treatment-related ECGs.

Our GP surgery cannot provide ECGs solely to support care that is being delivered by another provider under Right to Choose.

The NHS GP contract does not require GP practices to carry out investigations on behalf of private or external providers, even when the care is NHS-funded via Right to Choose.
Why this is the case

According to BMA and Local Medical Committee (LMC) guidance, investigations that form part of another provider’s clinical pathway remain that provider’s responsibility.

GP practices should not be asked to take on additional clinical work, risk, or cost for services outside the care we are directly providing.
What patients should do

If your Right to Choose provider has requested an ECG, please contact that provider directly to arrange this.

They should explain where and how the ECG will be completed as part of your care.
We understand this can be frustrating, but this approach ensures clarity, safety, and appropriate use of NHS resources.
